Boulder County Assessor’s Office – Parcel Mapping Modernization

GCS partnered with the Boulder County Assessor’s Office to modernize its aging E-Mapping system, a critical tool used by multiple county departments including Land Use, Public Health, and Parks & Open Space. Originally developed in-house using Esri’s ArcIMS, the legacy platform no longer supported integration with the County’s upgraded Accela and custom CAMA databases.

To meet evolving technical standards and maintain a high level of public service, GCS delivered a next-generation ArcGIS Server-based mapping application. Developed using C#, Microsoft Silverlight, and Microsoft SQL Server, the new system preserves familiar user functionality while significantly enhancing performance, integration, and usability.

Key features include:

  • Integration with external search/display tools across departments
  • Secure user authentication with role-based access
  • 58 interactive data layers with intuitive symbology, labels, map tips, and scale controls
  • Advanced search capabilities by parcel number, owner, address, and more
  • Real-time access to high-resolution imagery and third-party mapping services like Google Earth and Bing Maps

The result is a robust, intuitive parcel mapping interface that supports Boulder County’s GIS staff and provides the public with easy, accurate access to spatial data.
