A Sustainable, Cost-Effective Solution to Land Record-Based Challenges.
Throughout history, the significance of land records information within local government operations has been underestimated and underutilized. ArcGIS offers a comprehensive suite of data management tools catering to various geospatial data types, encompassing imagery, basemaps, and parcels. Parcel data plays a crucial role in local government, extending its utility beyond the land records office to encompass organizations involved in disaster response, public safety, engineering, public works, as well as planners, real estate professionals, and developers. Utilizing an Esri ArcGIS solution, local governments can elevate land record management through efficient data management, spatial analytical tools for value analysis, field data access, executive decision support dashboards, and effective communication of information to taxpayers.
Efficient Data Management Tools for Land Records
Leveraging a specialized software solution for land records management brings about numerous advantageous outcomes. For instance, the adoption of Commercial Off-The-Shelf (COTS) software tailored to the specific solution not only minimizes IT expenditures and training costs but also provides industry-standard workflows, applications, and information products. As assessors strive for comprehensive and streamlined management, they face challenges in meeting escalating expectations from officials and the general public regarding quality, transparency, and information accessibility, all within the constraints of tight budgets and reduced staffing.
ArcGIS meets these needs with the following advantages:
- Reduced Costs
- Expand Capabilities
- Increased Efficiencies
- Reduced Appeals
- Assistance in Uncovering New Revenue Streams
- Improved Data Quality
- Enhanced Citizen Experience with Government
- Improved Government Operations
GCS Integrated Colorado State Land Board’s NetSuite with ArcGIS to Connect ERP Data to Location.

The Colorado State Land Board (COSLB) manages millions of acres of state lands, their sales and leases, royalties from mining productions, and the revenue that these lands produce for state programs. Prior to GCS’ involvement, the COSLB was using a combination of systems to track leases and permits, geographical data, and various accounting records, making it complicated to keep their data in sync across all departments. The State hired GCS to integrate their existing GIS into a new asset management system being created called ATLAS.

Atlas project goals and objectives included the following:
- One System
- Better Asset Inventory Tracking
- Easy to Administer
- Customer Portal
- Data Reporting and Analysis
- Independent of OIT (Cloud-based)
- Integration with GIS Mapping
GCS assimilated data from four separate departments to build a unique web-based GIS application. The web app allows the public to easily search for and identify specific locations on State Land Board maps, while COSLB staff can log in to see restricted data and quickly run reports on their lands and revenues.

After the successful initial integration, GCS has continued to provide professional services and support for ATLAS. For more information on the ATLAS project, click here.
